【摘要】:Lostpersonsareatriskofinjuryordeathfromextendedperiodsofisolation,eithermental,physical,orboth.Theirinabilitytosolveimmediateproblemsrequiresthatsearchandrescue(SAR)personnelusethemostefficientandeffectivetechniquestoresolvethelostperson’situationandtominimizetherisksofinjuryordeath.Searchingforimmobileorunresponsivesubjects,includingthosedeceased,placesfurtherlimitationsuponthesearchoptionsthatareavailabletosearchmanagers.Whereappropriate,theguideidentifiestheselimitations.Theuseofthelistedtechniquesimprovestheprobabilityoflocatingalostormissingpersonwhenappliedtolandsearchincidents.Thesetechniquesmaybeemployedatthediscretionofandunderthedirectionandcontrolofalandsearchmanager.Termsusedinthisguidearenotintendedtobecomprehensive,noraretheypresumedtobeinclusiveofallterminologyusedinthesearchfunction.1.1Thisguideidentifiesanddescribestechniquesthatmaybeusedbyindividualsoragencieswhensearchingforpersons,property,orevidenceonland.Theapplicationofoneormoreofthesetechniquestoanyparticularlandsearchwilldependupontheindividualcircumstancesofthesearchandthejudgmentofthepersonresponsibleforconductingthesearch.1.2Thisguideassistsindividualsandagenciesbyprovidingalistoftechniquesfortheirconsiderationduringalandsearchandbyprovidingabriefdescriptionoftheapplicationofthetechniquetolandsearch.Someadvantagesanddisadvantages,aswellasthemostcommonusesofthetechniques,arediscussedintheguide.Theguidedoesnot,however,purporttodiscussallaspectsofconductingalandsearch.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
